The remark doesn't mean you should file one vs. the other, just to be prepared to fly the alternate STAR. Atc will make he call based on traffic flow and load. That being said, I get my routing from flightaware .com and I have yet to be re-routed by ATC. ;)

If you look actually at the JONEZ4 arrival chart it states "ASSIBNED BY ATC ONLY." This means you can't file this arrival but you must be prepared to be assigned this arrival by ATC if traffic warrants. Being HM for the DFW hub I obviously fly in and out a lot and BYP5 is the standard arrival from the northeast.
