Alex, I assume your using FS9 from your post, which is getting behind the times for programs now, but REX is a nice program.
REX can be used with all the programs you listed. My computer is full of payware and downloaded scenerys and aircraft.
It is an all inclusive or not as you want it to be. I use it just to make the weather graphics for the FS program. I do not use it for weather generation, flight planning, or what ever else they use. REX for FSX has its own water texture which will not work with what you have probably but I am not sure about what FS9 has though.
REX is a nice addon and dastically changes the environment. I use the FS program or Active sky to operate the weather, I did not like the way the weather generation process was handled thru the REX program itself. Fsinn weather will not have any affect as it just lets your computer know what to use for clouds and such. But for most the FSINN weather is turned off as it was not compatable with its operation. Use a side weather program.
I cannot speak for framerates with FS9 and REX but I have not lost any for FSX, as it seems they have improved. There is an
AVSIM forum discussion about clouds and the hit on frame rates, their take on it was that clouds are like AI aircraft programs and the more you put in the less frame rates you get. It seems with REX they use a different sysstem for the cloud generation and it doesn't hit like normally the clouds do.
The two images are taken with REX clouds, sunset and the water. Now this is for FSX, but hopefully the same, sort of, would be for FS9.
