If you are using Windows 10, I'm guessing your security settings are blocking "localhost" (which is your own computer) on 127.0.0.1.

If you open your CMD prompt and run as administrator and type in ipconfig-all and get the IP address f your computer and put it in the XPUIPC.INI file where it says Server Address, it may fix your problem.

For those using Xplane, Victor was able to submit a check ride thru our AAV web site and it worked just fine.
