I don't have X-Plane but I think you also need the X-Plane version of the utility FSUIPC. This utility (FSUIPC for FSX, P3D, etc.) provides an interface between the flight sim program and other addons. I don't know the name of the X-Plane version but it is a free download.
Also when launching the utility I would use the "Run as Administrator" feature.

It is trickiky installing FSACARS properly.
Did you install FSACARS 4.011 and then replace the two files, fsacars.exe and fsacars.oci from 4.015? I did not get this right and have the same problem as you are having with X-plane.

I keep saying this to all the new users of the FSACARS. Install the program as ADMIN. Always start it as ADMIN and only after the simulator starts and your at the gate with the parking brake on. Set your computer up to always start this program as ADMIN in the properties tab of the program, it helps. Unless, ifyou use a MAC or linux OP, then your on your own.
