Question about FREQ

Hello question here about FREQ. In the real world American Airlines uses cobases such as MIA/FLL and for NY JFK/LGA/EWR are we allowed to submit freq out of LGA for the JFK bases or even FLL for Miami bases.
My carrier does the same thing.

From the Pilot's Handbook regarding FREQs and the NY area: "Note for JFK: Pilots may consider any of the three major New York Airports (JFK, EWR, and LGA) to be equivalent. For example, they may terminate one flight at KLGA and originate the next at KJFK."

Nothing in the handbook allowing MIA/FLL, but the NY area major airports are allowed.

For MIA/FLL I suggest this is a question between you and your Hub Manager, and a reasonable change to be suggested for our handbook.
